Havering Council has set out progress on the Harold Hill regeneration programme during a meeting last week with Hornchurch & Upminster MP Julia Lopez.
The meeting, attended by Mrs Lopez and senior council officers, provided an update on the phasing and timelines of the major redevelopment project. The Council confirmed plans to begin demolition work in March, with construction expected to start in June. Phase A of the scheme will deliver 104 new homes, all of which will be affordable.
Council representatives explained that residents currently living in affected blocks are being supported through a phased decanting process and that all households in the first phase are expected to have moved into new accommodation by December. Discussions with local tenants and businesses are ongoing to ensure minimal disruption as the regeneration moves forward.
The Council also shared updates on the relocation of businesses within the area, noting that most are progressing well with moves to new premises. Efforts are under way to keep works on schedule.
In addition to the regeneration programme, Mrs Lopez discussed wider financial pressures facing Havering Council, including challenges with grant funding, the forthcoming Fair Funding Review, and concerns about local retention of business rates.
The potential development of a data centre in the borough is expected to go out for consultation in November, with the Council aiming to present a planning case in early 2026.
Speaking after the meeting, Mrs Lopez said:
“I found the meeting with Neil and his team very useful and was pleased to hear that the regeneration in Harold Hill is progressing well. This is a major project for the area, providing better quality housing and more of it – something that is desperately needed for local families who want to ensure loved ones can live nearby. I will continue to work closely with Havering Council to ensure local residents and businesses see the benefits of the investment being made.”
